PUBLIC NOTICE - GILFORD PUBLIC SEWER CUSTOMERS
March 6, 2007

To all Gilford Public Sewer Customers,
This letter is being sent to notify you of a second public hearing the Board of Selectmen is holding regarding revisions to the Sewer Ordinance.  The hearing will be held on Wednesday, March 14th, in the meeting room at the Town Hall at 6:30pm.
The purpose of the hearing is to present and explain the Boards proposed changes and to receive feedback from the citizens of Gilford.  The significant changes to the ordinance include:
§       The method of calculating the per gallon “flow rate”.  This rate is currently $3.96 per thousand gallons, and will increase to $4.45 for 2007.
§       The Administrative Fee (currently $25.49 per quarter) will be assessed to each “living unit” served by the system.  Presently it is assessed only to each metered account.  Living unit will be defined as dwelling unit or household.  The Fee will be reduced to approximately $10.31 per quarter when assessed to each living unit.  Multi user accounts will continue to receive one bill per quarter, but the Administrative Fee will be multiplied by the number of households using the system.
Additionally, the Selectmen will present a new policy for the recovery of capital costs for the current customers who are utilizing the Village Extension of the sewer system.  These customers were not assessed a capital cost recovery charge when they connected to the system, and must be invoiced in an equitable manner.  The policy will detail provisions to assess a one time $1500 fee to each living unit.  The fee can be paid all at once, (within 60 days) or incorporated into the quarterly sewer bill as a $25 “betterment” charge.  This will be spread over 15 years.
These changes are necessary to ensure the equitable and cost effective operation of the public sewer system.  
Copies of the proposed ordinance, the existing ordinance, and a summary of the changes are available at the Town Hall in the front lobby and on the Town’s website www.gilfordnh.org.  Your attendance is encouraged and your input is welcome.
