Monday January 26, 2009

Call to Order: 5:13PM

Present:  John O'Brien, Jim Mull, Dennis Doten, Steve Grant, Kevin Hayes, Bill Rohr, Chan Eddy, Andy Howe
Guests: Kevin Keenan, Scott Dunn, John Markland

l       Meeting Minutes
�       Minutes for January 7th reviewed. Motion to accept minutes by Kevin Hayes. Second: John O'Brien   Motion PASSED
l       Architect – Not present
�       Public comments – Jack Stephenson
¦       Brought up insulation issues. Biggest problem was not uniform throughout.
¦       Excellent on ceilings, marginal on walls.
¦       Increase insulating foam under the slab from 2” to 4”. 2” is not enough. Foam is cheap!
¦       CMU – insulation value is nil. Perhaps use eco-block.
¦       Poured concrete is better, particularly for holding cells.
¦       Use ULMW (Ultra-High Molecular Weight) coating on walls of cells. Impervious. Makes cleanup easier and less likely detainees will be able to damage it.
¦       On lower level move windows higher. Also add glass blocks in garage and sally port to provide light.
¦       Use stranded wire rather than solid wire for alarm wiring. Minimal cost difference. (Allowed by code?)
�       Savings may not be what is claimed but is well worth looking into – Kevin Hayes.
�       Updated insulation as mentioned by Bill Rohr worth a look. Been done non old building and worked well. Call Quality Insulation for review and quote?
l       Marketing – 3 pronged approach
�       Economic – costs won't get any lower; will have minimal effect on tax rate, none for upcoming fiscal year.
�       Energy efficiency – features and benefits.
�       Geothermal – cost effective. Cost for town hall was high due to required renovations to install geothermal.
l       Police department – Kevin Keenan
�       Info out to public? Not yet.
�       Will put out statement/press release.
�       John O'Brien/Chan Eddy will make presentation to PD personnel.
