GILFORD BOARD OF SELECTMEN’S MINUTES
December 16, 2005
Town Hall

The Board of Selectmen convened on Friday, December 16, 2005 at 8:22 a.m. at the Gilford Town Hall, 47 Cherry Valley Road, Gilford, NH.  Selectmen present were Chairman, Alice Boucher, Dennis J. Doten and Kinney O’Rourke.  Also present were Town Administrator Evans E. Juris and Assistant Town Administrator/Finance Director Debra Shackett.

1.0     PLEDGE OF ALLEGIANCE – The Board of Selectmen recited the Pledge of Allegiance.

2.0     FACILITY PLANNING COMMITTEE – Larry Routhier, Co-Chairman of the Facility Planning Committee, appeared before the Board of Selectmen and explained that the FPC had re-interviewed two companies last night relative to the construction management contract of the proposed police station.  Each interview lasted approximately one (1) hour.  He stated the two (2) companies that were interviewed were (1) Bonnette, Page and Stone of Laconia and (2) Bauen Corporation of Meredith.  He stated that the committee was recommending Bauen Corporation for the project.

        Selectmen Doten asked a few questions relative to the companies.

        Chairman Boucher stated that both companies had done an excellent job and were impressive in their presentations.

        Selectman O’Rourke asked if the committee could negotiate with Bonnette, Page and Stone as they were residents of the community.  Routhier stated that BPS would not negotiate their RFP at this time.

        The Board approved Bauen Corporation as recommended.

3.0     Selectmen Boucher explained that the Commission is trying to get the Rowe House on the National Historic Register.  She stated that they wanted to hire someone to follow through on the paperwork to make sure it was done properly.  The estimated cost is $1,000.00, but they only have $500.00 in their budget.

        Discussion concerning the funding between Selectman O’Rourke and Selectman Boucher took place at this time.

        The Board approved another $500.00 and authorized the encumbrance of $1.000.00, provided a contract is in place by the end of the year.



4.0     SELECTMEN ISSUE – DICTAPHONE RECORDER

        Selectman O’Rourke questioned why the Police Department Equipment had not been brought forth during the regular budget process instead of being brought up now as an emergency situation.

        The Town Administrator explained to Selectman O’Rourke that attempts had been made to re-boot the system and the department was trying to keep it going, but it is now failing.  It was not done deliberately.  It will be reviewed at the December 28, 2005 meeting.

5.0     ADJOURNMENT – The Board adjourned at 8:45 p.m.
