GILFORD BOARD OF SELECTMEN’S MEETING
OCTOBER 11, 2006
3:00 P.M.
The Board of Selectmen convened in a regular session on Wednesday, October 11, 2006, at 3:00 p.m., at the Gilford Town Hall, 47 Cherry Valley Road, Gilford, NH. Selectmen present were Chairman Dennis Doten, Alice Boucher and Connie Grant. Also present were Town Administrator Evans Juris, Assistant Town Administrator Debra Shackett and Administrative Secretary Sandra Bailey.
1.0 PLEDGE OF ALLEGIANCE – The Selectmen recited the Pledge of Allegiance.
2.0 REVIEW/APPROVAL OF MINUTES – The Board of Selectmen approved the regular minutes of the September 14, 18, 19, 25, 27 and 28 and non-public minutes of the September 27, 2006 meeting. Alice Boucher abstained from voting on the minutes of September 25, 27 and 28, 2006 since she was not in attendance at those meetings.
3.0 APPOINTMENTS
3.1 Alan Hodge – Mr. Hodge was in attendance representing Mr. Rory Brannigan of Poor Farm Road. Mr. Brannigan has been advised by DPW that his stone wall is located within the Town’s right-of-way. Mr. Hodge stated that to the best of his knowledge, when the road was paved, he thinks the pavement encroached onto the Brannigan property. He also stated that there has been no problem in the past with snow removal, etc.
Selectman Boucher then asked DPW Director Sheldon Morgan or DPW Operations Manager Dustin Muzzey to provide input on the situation. Dustin Muzzey provided the Board with a copy of the original subdivision plan and stated that the boundary line is inside the stone wall. Mr. Hodge advised the Board that there was an existing stone wall there at one time, but he does not know the dates involved.
Chairman Doten then explained to Mr. Hodge the problems that have arisen with other stone walls located within the Town’s right-of-way. He specifically cited two examples of where the Town has required stone walls to be moved.
Dustin Muzzey suggested that Mr. Hodge hire a surveyor to determine where the exact bounds are located. Chairman Doten advised Mr. Hodge that he has thirty (30) days to come forward with more information on the boundary location, before the Board makes a final ruling.
3.2 John Ayer – Town Administrator Juris stated that John Ayer was unable to attend this meeting, but has provided the Board members with copies of his proposed vendor permit policy. He further stated that this matter could be tabled to the October 25, 2006 meeting. Selectman Boucher suggested that a separate work session be conducted to review vendor permits. The Board set Wednesday, November 1, 2006 at 8:30 a.m. in Conference Room A for the work session.
3.3 Jenn Mooney – Town Administrator Juris stated that this would be postponed to a later meeting.
4.0 NEW BUSINESS
4.1 Road Closure – Deputy Fire Chief Beland has requested permission to close a portion of Glendale Place on Saturday, October 14, 2006 from 6:00 a.m. to 6:00 p.m. for a controlled burn.
Alice Boucher moved to authorize the controlled burn and closure of Glendale Place on Saturday, October 14, 2006 from 6:00 a.m. to 6:00 p.m. Connie Grant seconded. Motion carried.
5.0 OLD BUSINESS
5.1 Conservation Funds - Town Administrator Juris advised the Board that the Conservation Commission has earmarked $115,000 each to support the purchase of the Conservation Easement of the Persons’ Farm and Bean Property on Saltmarsh Pond Road.
5.2 Sewer Budget – Connie Grant moved to reaffirm the telephone poll vote of the recommendation for the Sewer Budget, conducted on 9/29/06 of $786,629.00. Dennis Doten seconded. Alice Boucher abstained. Motion carried.
6.0 PUBLIC INPUT – none was provided.

8.0 SELECTMEN’S ISSUES – there were none.
9.0 ADMINISTRATOR’S REPORT
9.1 Young Road Update – Town Administrator Juris reported that Young Road has been paved with a base coat and has been tied into the driveways. The final coat will be done in the spring and funds will be encumbered for this purpose.
9.2 Website Update – Town Administrator Juris advised the Board that the Town’s website will be upgraded soon and will have a provision for an emergency banner on the home page, which can be utilized by the Administration and DPW.
9.3 Non-Public Session – RSA 91-A:3 II (a) (c) (d) (e)
The Board of Selectmen on a roll call vote entered Non-Public Session at 3:25 p.m. Present were Selectmen Dennis Doten, Alice Boucher and Connie Grant, Town Administrator Evans Juris, Assistant Town Administrator Debra Shackett and Administrative Secretary Sandra Bailey.
Joining them were Land Conservation Task Force members Sandra McGonagle, John Goodhue and Everett McLaughlin.
While in Non-Public Session, the Board of Selectmen discussed possible property acquisitions. While in Non-Public Session, no action was taken.
At 4:00 p.m., the LCTF members left Non-Public Session and Town Counsel Walter Mitchell entered Non-Public Session.
While in Non-Public Session, the Board discussed pending litigation. While in Non-Public Session, action was taken.
At 4:26 p.m., Walter Mitchell left Non-Public Session. The Board then discussed personnel matters.
The Board exited Non-Public Session at 4:50 p.m.
10.0 NEXT MEETING – October 25, 2006 at 3:00 p.m.
11.0 ADJOURNMENT – With no further business before the Board, the Board of Selectmen’s October 11, 2006 meeting was adjourned at 4:52 p.m.
