GILFORD BOARD OF SELECTMEN’S MEETING
OCTOBER 25, 2006
3:00 P.M.
The Board of Selectmen convened in a regular session on Wednesday, October 25, 2006, at 3:00 p.m., at the Gilford Town Hall, 47 Cherry Valley Road, Gilford, NH. Selectmen present were Chairman Dennis Doten, Alice Boucher and Connie Grant. Also present were Town Administrator Evans Juris, Assistant Town Administrator Debra Shackett and Administrative Secretary Sandra Bailey.
1.0 PLEDGE OF ALLEGIANCE – The Selectmen recited the Pledge of Allegiance.
2.0 REVIEW/APPROVAL OF MINUTES – The Board of Selectmen approved the regular and non-public minutes of the October 11, 2006 meeting.
3.0 APPOINTMENTS
3.1 Noel Cassiano – Mr. Cassiano, a resident of 120 Cherry Valley Road, was in attendance to describe recent flooding problems he has encountered with Gunstock Brook. Mr. Cassiano also showed the Board a brief video of the flooding. He described his loss of property and frustration in having the problem resolved. Dustin Muzzey, DPW Operations Manager, was also in attendance. He stated that he thinks this situation was caused by the extreme amount of rainfall over the past year.
Following brief discussion, it was suggested that Mr. Cassiano pursue the matter with the State of NH DES. Chairman Doten also suggested that he contact the Appraisal Office to see if anything can be done as far as his assessment is concerned. He also suggested that Mr. Cassiano contact Mark Thurston, a former owner of the property.
3.2 Sheldon Morgan – Director of Public Works – DPW Operations Manager Dustin Muzzey was in attendance on behalf of Sheldon Morgan, to discuss the hiring of three new employees. Prior to commencing the discussion, the Board of Selectmen on a roll call vote entered Non-Public Session at 3:15 p.m., under RSA 91-A:3 II (a) (c). Present were Selectmen Dennis Doten, Alice Boucher and Connie Grant, Town Administrator Evans Juris, Assistant Town Administrator Debra Shackett, Administrative Secretary Sandra Bailey and DPW Operations Manager Dustin Muzzey. While in Non-Public Session, the Board of Selectmen discussed hiring of personnel. While in Non-Public Session, no
action was taken.
The Board exited Non-Public Session at 3:30 p.m.
Connie Grant moved to hire Timothy S. Cutter, Alexander K. Dion and Frederick A. Watson, with the conditions set forth in Non-Public Session. Alice Boucher seconded. Motion carried.
5.2 Crosswalk – Alvah Wilson Road – Dustin Muzzey provided a brief update on the proposed crosswalk on Alvah Wilson Road. Because of the expense involved, the crosswalk will not be a raised one. The crosswalk will be painted with a separate warning device and signage.
5.3 Village Sidewalk – Dustin Muzzey reported that John Lyman has roughed out the Village Sidewalk. In addition, Pike Industries has donated 85 tons of gravel. The sidewalks should be paved in late October – early November. Town Administrator Juris reported that the School District will be placing an article in the 2007 Warrant to complete the sidewalk project.
3.3 Denise Morrissette – Town Clerk/Tax Collector – Denise Morrissette was in attendance to present Tax Collector deeds to the Board of Selectmen for acceptance. Alice Boucher moved to accept the Tax Collector deeds, as outlined in the Tax Collector’s letter to the Board of Selectmen dated October 25, 2006. Connie Grant seconded. Motion carried.
TC/TC Morrissette also advised the Board that she has received grant money for restoring records. The Board commended her for her efforts.
Brief discussion also ensued on the issue of boat agents. Town Administrator Juris stated that he would like to write a letter to Governor Lynch regarding how this situation was handled by the Department of Safety. The Board concurred that Town Administrator Juris should write a letter to Governor Lynch regarding boat registrations.
4.0 NEW BUSINESS
4.1 Resignation - Snow – Town Administrator Juris advised the Board that Wayne Snow has submitted a letter of resignation from the Trustees of Trust Funds, due to health reasons. Alice Boucher moved to accept his resignation with deep regret. Connie Grant seconded. Motion carried.
4.2 Polling Hours – Town Administrator Juris advised the Board that the hours for November 7, 2006 election are from 7:00 a.m. to 7:00 p.m.
4.3 Tannery Hill Bridge – Town Administrator Juris advised the Board that a request has been received from Brianna Fazzina to utilize the Tannery Hill Bridge for her wedding on June 2, 2007. Following brief discussion, it was the consensus of the Board that more information is needed, including a detailed plan of the wedding and evidence of insurance coverage. A letter will be sent to Ms. Fazzina.
4.4 Policy Adoptions – Assistant Town Administrator Shackett presented three new policies for the Finance Department. It was the consensus of the Board to review these policies prior to the next regular meeting on November 8, 2006.
5.0 OLD BUSINESS
5.1 Tax Assessment Guide - Town Administrator Juris presented a proposal from Citizen Publishing Company to produce the Tax Assessment Guide.
Connie Grant moved to authorize the Town Administrator to enter into an agreement with the Citizen Publishing Company to produce the Assessment Guide at no cost to the Town, as specified in a written agreement of requirements. Alice Boucher seconded. Motion carried.

1.0 SELECTMEN’S ISSUES – Selectman Grant inquired about whether the Board needs to take action to remove the $3,100 that is in the 2007 Building and Grounds Budget for painting the outside trim of the Library. She was advised that this reduction can be made by the Budget Committee.
Selectman Grant also pointed out that the DPW truck is $10,000 less than was originally anticipated. This can also be reduced by the Budget Committee.
Selectman Grant stated that she will be unable to attend the November 1, 2006 work session on the Vendor Permit Policy. The work session was re-scheduled for November 8, 2006 at 2:00 p.m.
9.0 ADMINISTRATOR’S REPORT
9.1 Metrocast Complaints – Town Administrator Juris reported that several complaints have been received from residents regarding customer service with Metrocast, specifically with very long periods of time being placed on hold. A written complaint will be sent to Metrocast from the Town of Gilford.
9.2 SB-2 Dates – Town Administrator Juris advised the Board that SB-2 meeting dates needs to be scheduled. It was the consensus of the Board that the Town’s Deliberative Session will be held on Tuesday, February 6, 2007 at 7:00 p.m.
Town Clerk/Tax Collector Morrissette advised the Board that the filing period for the Town Meeting election is from January 24, 2007 to February 2, 2007.
Other Matters – Town Administrator Juris requested, on behalf of Recreation Director Herb Greene, that the Board accept a $200 donation from Northern Bass. Alice Boucher moved to authorize the Recreation Department to accept a $200 donation from Northern Bass. Connie Grant seconded. Motion carried.
9.3 Non-Public Session – RSA 91-A:3 II (a) (c)
The Board of Selectmen on a roll call vote entered Non-Public Session at 4:08 p.m. Present were Selectmen Dennis Doten, Alice Boucher and Connie Grant, Town Administrator Evans Juris, Assistant Town Administrator Debra Shackett and Administrative Secretary Sandra Bailey.
Joining them was Police Chief John Markland.
While in Non-Public Session with Chief Markland, the Board of Selectmen discussed personnel matters. While in Non-Public Session, compensation action was taken.
After Chief Markland exited Non-Public Session, the Board discussed other personnel matters.
While in Non-Public Session, no action was taken.
The Board exited Non-Public Session at 5:53 p.m.

11.0 ADJOURNMENT – With no further business before the Board, the Board of Selectmen’s October 25, 2006 meeting was adjourned at 5:53 p.m.
